A Review of DHA Phase 4 River View South Block Rawalpindi

River View South is the latest addition to the residential projects of DHA Rawalpindi. It is part of DHA Phase 4, however it is located on main Adyala Road with convenient access from Saddar, Rawalpindi, Bahria Town Phase 8, and Motorway M-2. DHA launched this sector in July 2023 and invited applications from general public, and now the ballot has been held and resale activity has just started.

Unlike other sectors of DHA, River View South is meant to accommodate all sections of the local population, i.e. a large number of 5 marla, 7 marla and 10 marla plots are planned in this block which is unusual in most DHA projects.

DHA IV River View South Payment Plans

DHA River View South plots are offered at the following payment plans:

  • Lump Sum Payment
  • One Year Payment Plan
  • Two Year Payment Plan
  • Three Year Payment Plan

Lump Sum price of plots is 30% less than those on 3 years payment plan. So, if you want to hold for longer term and can afford to pay lump sum, this is the best option as it saves you a sizeable amount that will ultimately turn into your profit.

Similarly, One Year plan has 10% higher price, Two Years plan has 20% higher price and Three Years plan has 30% higher price.

Following is the official payment plan:

DHA 4 River View South Payment Plan

Successful applicants have to pay 15% down payment, along with membership fee, stamp duty and 3% advance tax latest by 11th of September, 2023 and then continue as per their payment plans. Lump sum file holders have to pay off their full payment by 11th of October, 2023.

Membership fee for all plot sizes is given as under:

  • 5 Marla = 30,000/-
  • 7 Marla = 50,000/-
  • 10 Marla = 50,000/-
  • 1 Kanal = 75,000/-

Plot prices of DHA River View South may seem a bit higher considering its location on Adyala Road, but it is also important to mention here that the given prices are inclusive of all development charges.

DHA IV River View South Location

DHA River View South is ideally located on main Adyala Road, Rawalpindi. Since it is labelled “DHA Phase 4”, most people think that it is situated somewhere within the existing land of Phase 4. That’s absolutely incorrect !

The actual location of River View South is right next to PIAOCHS on main Adyala Road. This area was previously used by “Askari Training Center” which has now been moved elsewhere and this same land has been earmarked for DHA River View South Block.

If we analyze this location with reference to existing part of DHA Phase 4 and Bahria Town, we have the following map:

The above map shows that DHA River View South is in no way connected with existing area of DHA Phase 4. Rather its distance from Bahria Town Phase 8 and DHA Phase 4 is from 8 to 10 KMs.

If we measure the distance of DHA River View South from the point of planned Rawalpindi Ring Road Interchange, it is nearly 5 KMs as shown in the map attached below:

DHA River View South location can be accessed from Bahria Town Phase 8 Extension link road that opens up at Gorakh Pur on Adyala Road. Alternatively, it can be accessed from GT Road near Saddar Rawalpindi, which is about 15KMs from this location. 

If we use access of Motorway M-2, it will take nearly 33KM from Chakri Interchange or about 25KM from the upcoming Capital Smart City Interchange.

Therefore, we can say that DHA IV River View South is a bit long term option with not-so-convenient access until it gets direct access from existing area of DHA Phase 4, or Rawalpindi Ring Road is built.

Development Progress

DHA has formally commenced the development works at the project site of River View South. A temporary entrance gate has been installed with boundary wall banners and a large number of earth moving machines have been deployed for earth works.

As regards the development timelines, DHA is committed to delivering this project as early as 2026. The land is 100% clear and already in possession of DHA, so all they have to do is continue with the development works as per the given master plan.

If we talk about the land, some part of the land near entrance is level or a bit depression. This particular area will fall in Zone 1 & Zone 2 of the scheme. However, most of the land is on the hills, especially the area of Zone 4 and Zone 5, where it may take longer to complete the development due to hilly terrain, but it will offer the best view of surroundings to the prospective residents.

DHA IV River View South Master Plan

DHA has released the official master plan map of River View South. Unlike previous projects of DHA, River View South houses a large number of small residential plots measuring 5 Marla, 7 Marla and 10 Marla.

As you can see on the master plan above, the map is divided into 5 zones:

  • Zone 1 comprises 5 marla, 7 marla and 10 marla residential plots
  • Zone 2 comprises 5 marla and 10 marla residential plots
  • Zone 3 comprises 7 marla residential plots
  • Zone 4 comprises 10 marla residential plots
  • Zone 5 comprises 1 kanal residential plots

Apart from residential zones, there is a central commercial area named “Financial District” that is reserved for hi-rise commercial projects. Another area beside the financial district is named “Lake Vista Condominiums” that is the area reserved for hi-rise apartment projects.

The Central Boulevard is named “Grand Avenue” which is 266ft Wide, while internal roads are 100ft and 120ft wide. There are commercial plots planned on both sides of the Grand Avenue that are reserved for commercial plazas.

There are specific areas reserved for theme park, central park, hill view mall & hotel, family parks, play grounds, education institutions, healthcare centers and shopping malls which you can easily mark on the map.

The master plan is designed with meticulous efforts of the highly skilled technical team of DHA. However, this is still the provisional version which could be subjected to changes in future.

Sale Purchase & Transfer Guidelines

Whenever DHA launches any project for general public, many investors submit multiple applications in order to make sure that they come out successful. These investors usually want to make quick money by selling their successful registrations on premium to potential buyers.

Normally, sellers demand certain profit against their registration. A seller will demand maximum profit, while a buyer will negotiate on the premium and try to find the best plot at minimum profit. Once the buyer and the seller agree at certain premium amount, the deal is locked and a sale agreement is signed between the two. 

So the sale purchase activity begins right after the ballot results are out. However, these deals are made through E-Stamp agreements only as DHA allows transfer only after clearance of down payment and other charges including taxes.

After a buyer signs agreement with a seller, the seller receives partial premium amount as byana and agrees to transfer the plot in the name of the buyer when transfers are opened by DHA. Usually, transfers are opened right after the payments are made to DHA and allocation letter is issued in the name of the seller. Henceforth, the transfer process will be completed by both the parties at DHA Office.

Investment Potential of DHA River View South

DHA is one of the top investment destinations in Pakistan’s real estate sector. It is a housing authority rather than a society, therefore you don’t have to worry about external policies and approvals. Any such housing project with flexible payment plans by DHA is bound to be felicitated by investors’ community, therefore early investors are likely to make good money over time.

Notwithstanding the current economic turmoil and brewing uncertainty, real estate is presumably your best bet against all odds. As soon as the economic indicators turn positive, property prices are likely to go up and conform to the prevailing inflation rate. Hence, you can safely invest in DHA River View South Block for medium to long term, i.e. 3 to 5 years for a hefty gain.

Besides the brand value of DHA, if we consider the upcoming developments in this particular area, there is immense potential of growth in next couple of years. A standalone project of Rawalpindi Ring Road is going to change the destiny of this place as thousands will be travelling through this route on daily basis. If the government establishes proper commercial zones along the ring road as per the initial plan, there will be huge impact on the property value of this area.

Moreover, dozens of new housing schemes are already developing in this neighborhood, so the advent of DHA River View South will not only attract more investments but also improve overall infrastructure and amenities of Adyala and Chakri Roads.

Summing up the discussion, we can safely recommend DHA River View South as the best investment opportunity in Rawalpindi today. Plot prices may seem a bit higher considering average land value on Adyala Road, but still it is DHA and you can expect exponential growth in the value of this property after development, especially after the inauguration of Rawalpindi Ring Road.

All important factors like location, land, plot prices, developer, and future potential seem satisfactory, therefore you should go for this investment without further ado. But remember that it is a medium to long term investment, so invest only if you can hold it for next 3 to 5 years.
