Blue World City is the first tourism-based city following the development concepts of Dubai, present on the main Chakri Road. Blue World City is one of the largest housing projects in the twin cities, which offers a wide range of residential and commercial plots in easy installments. Blue World City has been facing legal hurdles ever since it was first launched in 2018. The development in Blue World City is exemplary and development work is being carried out swiftly.

The administration of Blue World City has tried multiple times to get NOC from the administrative authorities, but all was in vain. Rawalpindi Development Authority (RDA) has taken the case of Blue World City multiple times failed to process the procedure and declared the society illegal. Recently, the RDA ordered an operation against illegal housing projects. Blue World City was the main target of administrative authorities and the billboards, entrance gates, and site offices were demolished.

In response to the recent operation, the CEO of Blue World Saad Nazir, and Nadeem Ejaz held a press conference to remove the curtain from actual facts. Different media channels, reporters, customers, and real estate agents were present in this press conference where the higher management clarified the causes of RDA’s operation and gave answers to all questions to remove any doubts from the minds of investors and potential customers.

Clarification for RDA’s Operation against Blue World City

According to the CEO of Blue World City, the planning permissions were issued two times, once in 2018 and once in 2019 to the society. This means that the developers can carry out the development and procurement of land. He further stated that the planning permissions cannot be revoked according to the rules and regulations of RDA.

He went on to state that operations against Blue World City had been taking place in the past, and this is not the first time. Furthermore, he said that the main reason behind such operations by RDA is political influence. People in power in the last government were responsible for not approving the housing project and carrying out illegal operations against the project. Even when the land ownership is already acquired Blue World City management can provide all the records.

Furthermore, Saad Nazir said that they have applied for approval in PHATA for 17,000 Kanal, and 8,000 Kanal extended area. PHATA has declared its authority over the land area of Blue World City, which makes it illegal for RDA to conduct operations against Blue World City. He said that RDA does not have any rights to order such operations and the authority is breaking the law by doing so.

According to Saad, the whole foundation for such operations is an intelligence report that states, that the areas around New Islamabad Airport are sensitive as they are used by the military. Different illegal expats from Afghanistan are attached to different housing projects and are wanted by law forces like the police. He said this was an old story, and he personally sent letters to the head of all security authorities for full cooperation but got no response.

BWC Developing on Agricultural Land or Barren Land?

Another allegation that is often faced by society is that the developers are developing Blue World City on agricultural land. On this occasion, Saad Nazir also shared the report of the Revenue Department that entails that the land of Blue World City is barren, and it can be used for development. The report suggests that the land area included in Blue World City is all barren and the development does not contain any green or agricultural lands.

Why Authorities are not issuing NOC to Blue World?

On a question from a reporter on why Blue World City is not getting NOC, the administration responded and told, that this is due to political influence and politicians on high positions who demanded ransom for issuing NOC for the society. He mentioned famous politicians who demanded ransom for clearing the revenue report and NOC. He further mentioned that powerful people in the past government demanded bribes to grant approvals for Blue World City Islamabad. Moreover, he stated that such individuals are still present in the government and are involved in the real estate sector.

The Ignorance of Administrative Authorities against Housing Projects

The CEO of Blue World City, Nadeem Ejaz shed light on the incompetence of administrative authorities. He said that many housing projects have been operating in Rawalpindi for years, and authorities have not taken any action. But, suddenly, operations have been started against such a project. However, the cases of the majority of housing projects including Blue World City are already submitted to RDA. It is the incompetence of the authority that they have been delaying the process and hence harming businesses, customers, investors, and housing projects alike.

Total Land Area of Blue World City

Nadeem Ejaz also shared the details of the total land area acquired by the developers. He said that around 200,000 Kanal of land have been acquired legally by Blue World City. Furthermore, he said that around 15,000 to 20,000 people are residing in different places including masons, development officials, and labor.

The strategy of Blue World City in the case of NOC Non-Issuance

According to Saad Nazir, Blue World City has 5 times more land area, than the area they have promised to deliver, therefore, delivery will be guaranteed in one way or the other. He said that 25% of the total land area has already been developed and further developments are underway. The higher administration said that the general public should not be doubtful as they will get their properties.

He said that if the authorities do not cooperate and approve the NOC after reviewing all the documents, the administration will follow the traditional strategy and allot plots to the rightful owners. In this strategy, they will register plots on the names of customers and produce inteqals, while carrying out the developments and other operations privately. He said that we have the ownership of land and no authority can object to how we use our land area.
