It has been a long while since we last updated on the development progress and pricing trends of Rudn Enclave Housing Scheme. There are lots of important developments regarding on-site development work, ring road inauguration, upcoming announcements & most importantly the NOC approval that we are going to share on this page today, so you must go through this article if you have already invested in Rudn Enclave or still thinking to invest.

We will be sharing first-hand official information on the above points so that our readers can get to know the actual market situation of Rudn Enclave Housing Project.

NOC Status

A housing scheme is said to be legitimate if it has acquired No Objection Certificate from concerned authority. This is the most important factor but it doesn’t necessarily mean that the project is safe and it will be delivered on time.

We have examples of housing schemes which have acquired NOC for a small area of land, but they sold thousands of plot files in its unapproved area using same NOC. They claim to be legitimate projects but actually the files you buy have same illegal status until the society get NOC for the unapproved area.

Coming back to Rudn Enclave, the society had applied for initial NOC at RDA over an area measuring 100 kanals (minimum required land for a housing scheme) in July 2020. They received preliminary approvals from certain government departments, however RDA couldn’t process the case due to pending decision by the Government on per-urban limits. 

In December 2021, the Punjab Government announced its policy regarding RDA’s jurisdiction on housing schemes in the peri-urban areas of Rawalpindi which allowed relevant DC offices to process NOC applications of new housing schemes falling within their respective tehsils. Hence, Rudn resubmitted its case for NOC over land measuring approximately 1800 kanals in Executive Block. 

The society has finalized Executive Block Map which gives exact location of Rawalpindi Ring Road alignment through the society, however the map is yet to be made public. Once final NOC is approved from DC office, Rudn will unveil the revised master plan map.

As per Government’s policy, once a private housing society submits all requisite land documents with survey reports and master plan for NOC approval, it will take up to 90 days to get final approval. So we can expect final NOC to be received by April, 2022.

Recently, Rudn Enclave acquired about 1000 kanals land at its first entrance area near Khasala Dam which had already received NOC from DC Office under a different name. Rudn Enclave is also in process of changing the title of NOC of the subject land, that is expected to be approved by March 2022.

Development Progress

This is the most discussed topic on social media because the development work doesn’t truly reflect the huge demand and inflated plot prices. Visitors usually complain about the slow pace of development even in Executive Block despite having accelerated the pace of development and induction of new machinery, hence raising questions on the seriousness of developers. 

As of today, more than 50 development vehicles have been deployed across the development site which includes the initial development area of General and Executive blocks as well as ground work on newly acquired land marked for future developments.

The official development plan for existing block spans over 4 years, i.e. possessions are scheduled to start from 2024 onwards. Since the NOC is still pending approval, the society is yet to be allowed to start infrastructure development work. It is therefore following the instructions of civic authorities to restrict its development to earthwork prior to final approval.

Pricing Trends

Rudn Enclave has been the only new private housing scheme in Rawalpindi in year 2021 which has rendered handsome profits to its investors. Those who had invested in commercials and farm houses have earned up to 300% profit within a few months, and still most of the plots and files in Rudn Enclave are selling on profit.

General block is already 100% sold out, and all of its plots are in resale on profit. General blocks include A, C and G which comprise 5 marla, 7 marla, 10 marla and 1 kanal residential plots, as well as 4 marla, 8 marla and 1 kanal commercial plots.

Following is the profit range on residential plots:

  • 5 marla normally ranges from 50k up to 150k profit
  • 7 marla normally ranges from 50k up to 100k profit
  • 10 marla normally ranges from 100k up to 200k profit
  • 1 kanal normally ranges from 100k up to 500k profit

Following is the profit range for commercial plots:

  • 4 Marla normally ranges from 8 lacs up to 12 lacs profit
  • 8 marla normally ranges from 15 lacs up to 20 lacs profit
  • 1 kanal normally ranges from 15 lacs up to 35 lacs profit

Following are the existing prices of 4 kanal and 8 kanal farm houses:

  • 4 kanal normally ranges from 30 lacs up to 60 lacs profit
  • 8 kanal normally ranges from 35 lacs up to 60 lacs profit

Executive Block had also gone up on profit in the last quarter of 2021 as inauguration of Rawalpindi Ring Road was nearing, however residential file prices went down a bit again in January 2022 after postponement of Inauguration.

Commercial plots also went up quite high in December and slightly came down in January, however, there is still good demand for commercials due to low availability.

The society has also introduced third price of Executive block, which is about 30% higher than pre-launch prices. Official bookings at revised prices are also being closed on 10th of February, so it is recommended to buy open files of Executive Block at pre-launch rates for a good short term investment.

Following are prices of residential plots in Rudn Enclave Executive Block:

  • 7 marla open files are available at 360k down payment
  • 10 marla open files are available at 474k down payment
  • 1 kanal open files are available at 790k down payment

Following are the prices of commercial plots:

  • 4 Marla Executive Commercial Price ranges from 5 to 6 lacs profit
  • 8 Marla Executive Commercial Price ranges from 7 to 9 lacs profit

2 Kanal Dam View Mini Farm Houses

Recently, Rudn Enclave launched another attractive product “2 Kanal DAM View Mini-Farm Houses” in Executive Block. The product was launched in a limited quantity at attractive price, and investors had seen good return on farm houses, so the launch was quite successful and there is still good demand for these 2 kanal plots.

There are three prices of these 2 kanal mini-farmhouse plots:

  • Pre-launch Price: 70 Lacs
  • Launch Price: 85 Lacs
  • Revised Price: 1 Crore

The pre-launch rate is almost all sold out and currently available at about 50k to 100k profit. Whereas, higher rates are still available at a bit discount.

New Official Prices

Rudn Enclave has revised the residential plot prices in 5 Marla H Block as well as 7 marla, 10 marla and 1 kanal residential plots in Executive Block. New prices are about 30% higher than the pre-launch rates, hence old rate files are getting higher demand in market and resale is getting better over time.

Overseas Block

After the huge success of Executive Block, Rudn Enclave is going to launch another residential block exclusively for Overseas Pakistanis by the name of “Overseas Block“. There is no definite date announced for the launch of this block, however it is coming up very soon this year.

Rudn Enclave Overseas Block is going to be located on main Chakri Road, i.e. main entrance of the block will be from Chakri Road instead of Adyala Road, hence the society will be connected to Chakri Road through Overseas Block. It will be a large residential block with extravagant amenities and unique landscaping designed specifically for the Overseas Community.

Prices in Overseas Block are expected to be about 50% higher than those in Executive Block, so it will be a bit expensive property. However, considering the location right opposite to Capital Smart City and proximity to upcoming Ring Road Chakri Interchange, prices will be well justified.

There is no exact timeline given out by RMRSCO Private limited regarding the launch of Overseas Block, however we can expect it before June 2022.

Project Land Holding

Rudn Enclave has been engaged in land purchase for past 2 years or so, and it claims to have acquired more than 26400 kanals of compact land starting from Khasala Dam up to Jawa Dam, and further up towards Chakri Road. 

A 1000 kanals compact land has recently been acquired for the first entrance where they have widened the road up to 200 feet and connected it at A Block with the existing road. Another compact land of 800 kanals has been purchased at Chakri road which connects Rudn Enclave to Chakri road through a wide entrance.

According to Rudn Enclave management, the society has spent about 9.5 billion rupees in the past few months on land purchasing.

As executive block is planned over about 3500 kanals, and general block spans over about 6000 kanals, there is plenty of land available for new blocks and extensions that will be introduced over time.

Rudn Enclave has shifted its head office to a new building owned by RMRSCO Private Limited in Wallayat Complex, Bahria Town Phase 7, Rawalpindi. All departments of Rudn Enclave including marketing and sales, accounts, transfer and record section etc, have been shifted to the new building.

MOU Signing with MCC China

Last year in 2021, a delegation of a Chinese Company “MCC” had visited Rudn Enclave Office and had a briefing about the project. We were expecting some kind of investment or development project by MCC but nothing came about after the meeting.

According to Rudn Management, the Chinese Company had been in contact and they had been working out on the development plans which are to be undertaken by MCC in Rudn Enclave. Finally, Rudn Enclave has signed an MOU with MCC which entails different infrastructure development projects including water theme park, skywalk, hotel buildings etc.

Although the MOU has been signed between both the companies, yet MCC will start development work only after Rudn Enclave receives final NOC from District Council office.

Executive Block Balloting

As Rudn Enclave has sold out all of its plots at pre-launch as well as revised prices, the society is going to announce the balloting date to allot plot numbers to residential and commercial plots. 

As per the policy, the society will conduct computerized balloting of 50% of the plots in Executive Block which meet the minimum payment criterion. The ballot is expected to be held by April 2022.

Rawalpindi Ring Road

Despite several hurdles and unnecessary delays in the inauguration of Rawalpindi Ring Road, the Commissioner Rawalpindi has confirmed that the Government is going to inaugurate Rawalpindi Ring Road in the first week of March 2022. Earlier, the Government had announced the date to be 30th of March 2022 due to busy schedule.

All necessary approvals have been obtained and budget has been allocated for land purchase and infrastructure work, therefore we are hoping that Rawalpindi Ring Road project will be officially inaugurated by the Government any time in March 2022.

Upcoming Developments

According to the management of Rudn Enclave, 2022 is the year of development. New machinery will keep adding to the fleet from time to time, and infrastructure development is commencing soon.

Following are some new developments coming up in year 2022:

  • A project of luxury villas is being launched in executive block. At first, 7 marla luxury homes are being launched on easy installments plan, while 10 marla and 1 kanal villas will also be launched soon.
  • A campus of one of top 5 universities in Pakistan is coming soon at Rudn Enclave. Name is not yet disclosed, however all the details have been finalized in this regard.
  • A modern hospital project is coming up soon this year at Rudn Enclave. All the preparations in this regard have been completed, and soon it will be announced.
  • MCC will start working on unique development projects at Rudn Enclave as soon as NOC is issued to Rudn Enclave by DC office.
  • Overseas Block is launching soon this year, and new residential and commercial plot options will be available at much higher price.
  • A comprehensive master plan of Rudn Enclave spanning over 25000+ kanals will be released soon that will include all planned residential blocks on Adyala Road as well as Chakri Road. Ring Road alignment with planned interchange will also be marked on the master plan.
  • NOC over 1000 kanals of land is expected in March 2022.
  • Rawalpindi Ring Road is expected to launched any time in March 2022.

Looking at the planned developments in 2022, we can expect Rudn Enclave prices to stabilize and start snowballing with the pace of development.

Final Word

If you have already invested in Rudn Enclave, you should be quite satisfied with the ongoing developments and expect much better returns in the next few months. As soon as the initial NOC is issued this year, and Rawalpindi Ring Road project is inaugurated, market demand would certainly go up tremendously.
