Rudn Enclave to Announce NOC, Overseas Block & Balloting Date

Real Estate market of twin cities is abuzz with murmurs of investors about anticipated impact of the “Big Announcement” coming from Rudn Enclave Rawalpindi. Some call it a desperate tactic of dealers trying to make a mountain out of a molehill, while others call it a game-changer development that would turn around the society. Whichever version is true, the market has revived and dormant investors are active again attempting to manipulate the situation for short-term returns.

In this article, we are going to discuss about the ongoing developments and possible announcements in the upcoming event of Rudn Enclave that is being scheduled in September, 2022. 

There are 3 major developments that can be announced in the official event this month:

  • Executive Block Balloting
  • Overseas Block Launch
  • LOP or NOC Approval

We will be discussing in detail about each of the above developments so that our visitors can make their buying or selling decisions wisely.

Executive Block Balloting

Rudn Enclave is going to announce the balloting date and criteria for Executive Block files in the upcoming event. Open files won’t be included in the ballot, however closed/transferred files will be eligible for inclusion in the ballot. Deadline for inclusion in the ballot could be 31st of October, so everybody has an equal opportunity to book a plot and pay installment amount in advance to get plot number.

The ballot is probably being held in November or December this year. All eligible files measuring 7 marla, 10 marla and 1 kanal will be included in the ballot. Expected number of plots in this ballot is about 2000 to 2500. 

Eligibility criteria could be minimum 50% amount paid for files in case of old files booked at pre-launch rates, while new bookings may be included at less paid amounts. Those who had booked their plots at 50% or 100% upfront payment will be eligible for selection of their plots prior to general ballot.

According to official sources, 14 marla and 2 kanal plots will not be included in this ballot. However, the society may release revised master-plan map of Executive block with marked locations of these plot categories.

Please note that the compact land area of Executive Block is currently around 3500 kanals, so leftover plots will be included in the next ballot of extended area of Executive Block.

Overseas Block Launch

Rudn Enclave has reportedly purchased ample land at Chakri Road, so the third entrance of the society is planned precisely at Maira Sharif near Capital Smart City on Chakri Road. The society has managed to connect the existing land area of Executive block with the newly purchased land at Chakri Road, so a third block is being launched at Chakri Road entrance by the name of “Overseas Block”. 

There are two good news in this announcement:

  • Rudn is accessible from Chakri Road
  • Overseas Block is being launched

With Chakri Road Entrance, Rudn Enclave will be accessible directly from Capital Smart City Interchange via Motorway M-2. As Chakri Road is a hub of new housing schemes, Rudn Enclave becomes an even better society in this area with dual access, i.e. from Adyala Road, as well as Chakri Road.

As regards the Overseas Block, there is no exact information available as to the total land area, number of plots, plot categories or plot prices. However, the deal is officially confirmed, so keep your fingers crossed for further details.

Lop or NOC Approval

This is the biggest, most important and long-awaited development that can certainly turn the tables for Rudn Enclave. There are messages circulating about NOC approval of Rudn Enclave that is being announced in the upcoming event. However, as they are going for ballot, it could be LOP approval of Executive Block.

Some say it is another planning permission obtained by Rudn Enclave from DC office, while others claim that the society has managed to obtain NOC of certain area of Rudn Enclave. There are also rumors about the LOP approval of Executive Block, as the layout plan was finalized about 6 months ago but the society never released it to the public.

Rudn Enclave official sources do not utter a word about the NOC or LOP, however they confirm that they have received certain approval that was under process for quite some time.

As per our understanding, there are high chances that LOP of certain area of Rudn Enclave has been approved which they are going to announce in the upcoming event. Once LOP is approved, NOC is the final step which doesn’t take much time.

Our Assessment

Rudn Enclave has been quite an unpredictable housing scheme over the past 2 years. It mainly hinged on external developments, i.e. Rawalpindi Ring Road, which directly impacts its property value. Therefore, smart investors have earned millions in short term due to the fluidity of its market.

However, with current pace of development works and the “Big Announcements” this month, there will be certainty in the secondary market of Rudn Enclave. You can expect stable growth and steady demand for this property especially after the legal cover.

Rudn Enclave may also announce possession timelines for Executive and General Blocks. Since they are prioritizing developments in Executive Block, we can expect early possessions in this area. Whereas, General Block may take longer to be developed.
