LAHORE – The Punjab Central Business District Development Authority (PCBDDA), also known as CBD Punjab, has formally invited sealed bids for one of its most ambitious developments yet: the establishment of a 5-Star Hotel and Integrated Mixed-Use Complex. This flagship project is part of the authority’s larger $1.8 billion Joint Venture initiative, branded as “Al Watani – Onward & Upward“, aimed at redefining the urban landscape of Punjab.

This development offers a lucrative opportunity for eligible firms, companies, and consortia to partner with the Government of Punjab on a prime piece of real estate located in the heart of the province’s capital.

The project is situated on a massive 41-Kanal (approximately 184,500 Sqft or 17,141 Sqm) parcel of prime land within the Quaid District of the Central Business District (CBD), Lahore.

CBD Punjab is executing this project under a Design, Build, Finance, Operate, and Maintain (DBFOM) framework via a Joint Venture (JV) mode. The PCBDDA has adopted a Single Stage – Two Envelopes bidding procedure for this tender, in accordance with the PCBDDA Procurement Regulations 2024. This ensures a transparent and competitive selection process for a project of this national magnitude.

  • Pre-Bid Meeting: Scheduled for January 5th, 2026, at 11:30 HRS. This meeting will provide vital clarifications and is essential for potential bidders to understand the full scope of the technical and financial requirements.
  • Bid Submission Deadline: All sealed bids must be submitted by January 15th, 2026, at 11:00 HRS.
