
Rawalpindi: In a significant breakthrough for the infrastructure of the twin cities, the Central Development Working Party (CDWP) has officially approved the PC-1 for a crucial section of Rawalpindi Ring Road Phase 3. This approval specifically covers the construction of a 2.5-kilometer patch to be executed by the National Highway Authority (NHA) at an estimated cost of PKR 6,432 Million.
This phase is strategically vital as it serves as the “missing link” connecting Margalla Avenue with the Motorway (M-1). Currently, the earlier phase of the Ring Road diverts traffic from GT Road (at Banth) to the Motorway (M-2), while Margalla Avenue acts as a bypass along the Margalla Hills, linking Bhara Kahu to GT Road at Sangjani. The newly approved Phase 3 patch will effectively bridge the gap between GT Road and the Motorway network at AWT Plaza. By connecting these nodes, the project ensures seamless traffic flow from the north, bypassing the congested urban centers.

To fully realize the master plan, authorities are expected to soon announce the final future loop of the Ring Road project. This upcoming route is planned to start from Bhara Kahu, traverse through the expansive CDA Zones 4 and 5, and ultimately reconnect with GT Road at Banth. Once constructed, this final link will effectively close the circle, creating a complete orbital highway around the twin cities. This will divert heavy traffic from entering city centers entirely, reducing urban congestion while opening up massive economic opportunities in the rural belts linked by the Ring Road.
Project Breakdown and Execution
The total length of this specific route is approximately 5.2 kilometers. To ensure timely completion and efficient management, the project execution has been divided between the Capital Development Authority (CDA) and the National Highway Authority (NHA).
The CDA will be responsible for constructing the initial 2.7-kilometer stretch starting from Sangjani up to the Grid Station. A key feature of this portion is the construction of a major Interchange on GT Road, which is designed to facilitate seamless traffic entry and exit. The PC-1 for this specific portion is expected to be sent to the CDWP for approval next week.
Following the grid station, the NHA will take over the construction of the remaining 2.5-kilometer section leading up to the AWT Plaza (Motorway Junction). This is the specific portion for which the PKR 6.432 Billion budget has just been approved.
Development Standards & Infrastructure
This route is designed to match international motorway standards to function as a high-speed corridor between Rawalpindi and Islamabad. The road will be constructed as a fully signal-free 6-Lane Highway, ensuring rapid commute times. Similar to the Motorway, the entire 5.2-kilometer stretch will be a fenced corridor to ensure safety and controlled access.
The infrastructure plan for the NHA portion also includes the construction of one major bridge and an underpass to manage local traffic flow without interrupting the highway.
Land Acquisition and Financials
Out of the approved PKR 6,432 Million budget for the NHA portion, a significant amount—approximately PKR 2 Billion—has been earmarked specifically for land costs. The project requires the acquisition of approximately 350 Kanals of land.
The legal process for this acquisition is already in advanced stages. The Gazette Notification under Section 17(4)(6) of the Land Revenue Act has been issued, signaling the government’s intent to acquire the land. The Assistant Commissioner Taxila, acting as the Land Acquisition Collector, is expected to officially announce the Land Award next week, paving the way for construction to begin.
