Complete List of Illegal Housing Societies in Islamabad 2022
Capital Development Authority releases the lists of legal and illegal housing societies operating in Islamabad on a monthly and yearly basis. These lists are generated in the interest of the general public and other stakeholders to inform them about the illegal housing projects. Housing societies that have not obtained the No Objection Certificate (NOC) from CDA are declared illegal.
According to CDA, numerous illegal housing societies are operating in different zones and sectors of Islamabad. Furthermore, CDA also clarified that the approval of any housing society is a 2-tier process according to CDA Ordinance 1960, ICT (Zoning Regulations), and procedures framed thereunder for the development of private housing schemes.
CDA’s 2-Tier Approval Process
In the 2-tier approval process of CDA, the first step involves necessary documents to be submitted to the authority and after analysis, LOP is issued to society if it fulfills the criteria. After that, NOC is issued to subsequent private housing schemes. It is crucial to note that any private housing scheme can start the development and sale of plots after obtaining NOC from CDA.
CDA has recently released the updated list of illegal housing societies operating in different zones and sectors of Islamabad. Islamabad is divided into 5 zones and different sectors fall in premises in these zones created by CDA.

Illegal Housing Societies in Zone 1 Islamabad
Zone 1 of Islamabad constitutes a total area of 54,958.25 acres or 222.4081 km2. Zone 1 consists of the existing alignment of Grand Trunk (G.T) Road from the starting intersection at Kashmir Highway and extends to the point of Nicolson Monuments.

Zone 2 is a rather smaller zone of Islamabad that sprawls over 9,804.92 acres or 39.6791 km2. Zone 2 lies adjacent to zone 1 and connects to Rawalpindi at one end. Sector-wise division of Zone 3 is not done by CDA because this zone consists of protected ranges and forest areas. Zone 3 also consists of unacquainted land between Margalla Hills and North of Murree Road.
