CDA Sector C-14 Islamabad 1 Kanal New Bookings and Ballot Details

Capital Development Authority (CDA) has announced the launch of premium 1 kanal (500 SQY) residential plots in Sector C-14 Islamabad. This is the most attractive housing opportunity in CDA Zone 1 for general public which has come after a very long time. All Pakistani citizens including Overseas Pakistanis can apply for C-14 residential plots, however the allotments will be confirmed through a computerized E-ballot. The plots will be allotted on a flexible 10 months installment plan, so applicants must consider the tight schedule before applying for these plots.

Overview of Sector C-14 Islamabad

Sector C-14 is part of CDA Zone 1 and it lies close to the bustling sectors D-12 and E-11. It is relatively a small sector spanning over 2417 kanals of land and comprising 641 residential plots measuring 1 kanal each. This area is situated right next to Margalla Hills along the 200 feet wide Margalla Avenue.

Development Status

Sector C-14 is currently under development by CDA. More than 50% of development works have been completed till date, while remaining developments will be completed by mid 2025 and possessions will be handed over to the allottees.

Sector C-14 Map

CDA has released the official map of Sector C-14 Islamabad, however the available map is not very clear. Nevertheless, you will be able to understand the complete layout of this sector with the available copy.

As shown on the map above, there is plenty of area reserved as forest area in Sector C-14 which reflects CDA’s vision to preserve the natural environment of Margalla region. Besides few streets of 1 kanal residential plots, there is a small area reserved for commercial markaz along Margalla Avenue. Moreover, multiple spaces are reserved for amenities like Parks, Masjids and Schools.

Eligibility Criteria

CDA has defined a clear eligibility criteria for booking of plots in Sector C-14 Islamabad which entails that any Pakistani Citizen holding CNIC , and any firm registered in Pakistan will be eligible to apply for ballot.

As for Overseas Pakistanis, CDA has announced that Overseas Pakistanis having NICOP, who are willing to pay the cost of the plots in USD, will be eligible to apply and they will be given first preference for allotment of plots.

If a person want to apply on behalf of another person, company or firm, they are required to submit a special power of attorney or a sealed (embossed) resolution or authorization from the company or firm authorizing them in this behalf along with copy of Certification of Incorporation or Registration. In case of applying on behalf of an Overseas Pakistani, the attorney will provide copy of NICOP of the person and make payment in US Dollars.

Application Deadline

Application process starts from December 01 and ends on December 30, 2024, so you have a whole month of December to apply for these plots.

Application Procedure

Applications along with documents and processing fee can be submitted online through CDA’s website as well as through physical forms available at CDA’s One Window Directorate in Islamabad. For online applications, you will need to sign up first and then proceed to application submission.

Processing Fee

The processing fee will be non-refundable, and it will be charged for each application in the following manner:

  • Overseas Pakistanis: 50$
  • Local Residents: PKR 14,000/-

Required Documents

Following documents are required to be submitted along with the duly filled application form and processing fee:

  • Copy of Applicant’s NICOP/CNIC
  • Applicant’s Photograph

Terms of Balloting

If you are interested to apply for these residential plots in Sector C-14, you have to go through each term of the ballot, so that you are well-informed at the time of application. Below are some important terms of the ballot that must be read, understood and adhered to in order to avoid a substantial loss:

  • The balloting shall be carried out randomly, and a successful applicant shall not be allowed to change his plot.
  • The balloting committee reserves the right to withdraw any plot from the ballot or reject any application without assigning any reason.
  • The balloting result shall not be final until approved by the CDA Board.
  • Successful applicants must pay their due taxes as determined by the FBR within the stipulated time, failing which the allotment shall be withdrawn/cancelled automatically.
  • If 25% of the total price of plot is not paid within 1 month after issuance of the intimation letter by the successful applicants, the intimation letter will be cancelled/withdrawn without any notice.
  • If the allottee takes refund by his own willingness, his plot will not be restored in any case.
  • If a plot is cancelled for whatever reason, the deposited amount of premium shall be refunded after deduction of 10% of the total price of the plot.
  • Any decision by CDA regarding allotment, rejection, cancellation, withdrawal or any other matter related to balloting/allotment shall not be challengeable in any court of law.
  • The correspondence shall be made at the address given by the applicant. In case a successful applicant doesn’t receive any intimation from the authority within 10 days after ballot, the applicant can contact the authority to inquire about the status of their application.
  • Once applications are submitted, they cannot be changed or withdrawn.
  • In case of non-payment as per payment schedule, the plot shall be cancelled as per CDA rules.
  • The plot shall not be restored if the successful applicant defaults on the payment of initial 25% within 30 days.
  • On delayed payment, surcharges will be levied as determined by the Finance Wing of CDA.
  • The application shall be rejected in case of incomplete form, missing documents, provision of incorrect information and non-payment of processing fee.

Balloting Date

The balloting of all valid applications shall be carried out of the latest computerized software through NADRA. The E-ballot will be held on January 14, 2025. In order to ensure transparency, CDA will invite professional IT experts, officials of the Government agencies and the media persons to observe the balloting process.

Payment Schedule

The base price of each 1 Kanal (500 SQY) residential plot is set at 60 Million PKR which is 6 Crore Rupees. This price is exclusive of Government Taxes, so you have to pay applicable taxes separately as determined by FBR.

The total cost of plot will be payable in 4 equal installments of 25% each:

  • First installments of 25% amount will be payable within 30 days of the issuance of intimation letter.
  • Second installment of 25% amount will be payable within 4 months from the date of issuance of intimation letter.
  • Third installment of 25% amount will be payable within 7 months from the date of issuance of intimation letter.
  • Fourth and final installment of 25% amount will be payable within 10 months from the date of issuance of intimation letter.

Extra Charges

CDA will apply extra charges to the base price of the plots in the following cases:

  • 10% extra charges for corner plots
  • 10% extra charges for boulevard plots
  • 10% extra charges for park facing plots
  • 15% extra charges for main boulevard + corner plots
  • 15% extra charges for main boulevard + park facing plots
  • 20% extra charges for main boulevard + corner + park facing plots.

Rebate/Discount

A successful applicant can avail 10% discount on the total cost of plot if they pay full amount within 30 days from the date of issuance of intimation letter.

  • Overseas Pakistanis will have to pay full amount in US Dollars.
  • Local Residents will have to pay full amount in PKR.

Final Remarks

CDA Sector C-14 is indeed an attractive opportunity in terms of investment as well as future residence. This is a premium property at the best location at the foot of the gigantic Margalla Hills, so there is going to be huge demand for these plots by genuine buyers as well as property investors. As the number of plots is very limited, there is little chance of success. However, it is still worth trying your luck with just PKR 14,000/- as there is going to be good demand for this property and successful applicants can also earn quick return by selling their intimation letters at good profit in the market.
