The Rawalpindi Development Authority (RDA) has issued a critical public notice regarding the Pakistan Employees Cooperative Housing Society (PECHS), specifically concerning its location in Mauza Mohri Khatran and Gharbal, Fateh Jang Road, Rawalpindi. This notice serves a serious blow to the existing members of PECHS Islamabad who are going to suffer due to the imposed ban of transactions of plots.
PECHS is a very old cooperative society duly registered with ICT Islamabad and it had received NOC for revised & extended area from RDA. The former management committee have reportedly been involved in illegal activities related to non-compliance of NOC, and unauthorized launch & development of plots in A Extension, K Extension, N Block and Overseas Block.
This advisory serves as a high-alert for real estate investors and the general public to exercise extreme caution.
Key Regulatory Actions
Following numerous complaints regarding administrative irregularities and systemic mismanagement within the society, a Joint Investigation Team (JIT) was formed. Based on the JIT’s recommendations, the following strict measures have been implemented:
- Ban on Sales and Transfers: All types of buying, selling, and property transfers within the specified location of PECHS are strictly prohibited until further notice.
- Advertising Restrictions: The RDA has directed the Federal Investigation Agency (FIA) Cybercrime Wing to halt all promotional activities and marketing campaigns by M/s Extol or any other marketing entities associated with the project.
- Legal Status: The RDA explicitly warns that until formal approval and clearances are granted, any investment made in these sectors is at the individual’s own risk.
Investor Advisory
Investors are strongly advised to verify the No Objection Certificate (NOC) and legal standing of any housing project through official RDA channels before committing capital. The RDA has clarified that it will not be held responsible for any financial losses resulting from transactions made in defiance of this public notice.
