Why Park View City Islamabad Doesn’t Develop Golf Estate and Hill Estate Blocks?

I had purchased a 5 marla plot in Golf Estate Block at 60 lacs back in 2022. But after completion of all payments, i don’t know where is Golf Estate Block and why Park View City doesnt share any update about this block. Some of my friends also have plots in Hill Estate Block which they purchased at 80 lacs, but they also don’t have any update of their plot location. We heard Park View City is offering shifting of our plots in Golf Estate & Hill Estate to Overseas Block. Is Park View City not developing Golf & Hill Estate Blocks? Will they develop these blocks or not? What is the best option for us: wait for development of our plots or shift our files to Overseas Block? Please share actual situation and best solution for us.

You are right to be skeptical because in Islamabad real estate, a map does not mean the developer actually owns the land. The reality is that Park View City does not have clear possession of the area marketed as Golf Estate and Hill Estate. These blocks were mapped onto sensitive terrain near the National Park and forest boundary, and buying land in that specific topography is extremely difficult due to litigation and regulatory restrictions. If they actually owned the land and had the necessary clearings, you would see machinery working there by now. The fact that there is zero development after more than two years is the confirmation that they are facing a deadlock on acquisition.
​The shifting policy they are offering is effectively an admission that they cannot deliver the land they sold you. They are trying to move investors to the Overseas Block or J Block because they actually own that land and it is clear of litigation. They want to liquidate the liability of these non-existent files by moving people to where the land physically exists. They rarely share specific drone footage of the Golf Estate site because there is nothing to show but wild vegetation and disputed boundaries.
​My advice is to stop waiting for a view that likely will not happen in the way it was marketed. Zone IV land disputes with the forest department can take decades to resolve. If the shifting policy allows you to move to the Overseas Block, you should take it immediately. You are trading a paper file for a physical plot that you can visit and build on. If you refuse to shift, you risk being stuck with a dead asset that has no location on the ground, and its resale value will crash as the market fully realizes the land is not there.
