​Why is a possession plot in DHA Phase 3 (Serene City) cheaper than a file in DHA Phase 4 Sector D?

I am confused by the market rates. DHA Phase 3 (ex-Serene City) has developed roads, possession, and has easy access from GT road near Giga Mall. DHA Phase 4 Sector D is non-developed right now and located next to the soan river.
​Yet, the prices for Phase 4 Sector D are higher. Is there a land issue or a ‘hidden flaw’ in Phase 3 Serene City that keeps investors away? I am looking to build immediately, so should I take the ‘undervalued’ Phase 3 plot, or is Phase 4 Sector D the only one that is a better option for investment and future residence?

The main difference is the location of both phases. DHA Phase 3, especially the Serene City area that was acquired from Bahria Town is much better developed than remaining parts of Phase 3, but still the location is a bit off. There is no major attraction in DHA Phase 3 other than plots, and people usually don't need to go to DHA Phase 3 for anything, so many people might not even be aware of its existence.
Also, DHA Phase 3 area is very large and mostly non-developed, so it is going to take much time for this complete phase to be fully developed and properly livable.
On the other hand, DHA Phase 4 is connected with DHA Phase 1 and Askari 14, and it lies directly opposite Bahria Town Phase 7 & 8. Most residents of Bahria Town Phase 8 use DHA Phase 4 to access GT Road, and also DHA Phase 4 is going to be directly linked with Rawalpindi Ring Road. So it is very much visible to people, so its demand is higher. DHA Phase 3 is mostly invisible, and kind of cut-off from neighboring population, so it remains least demanded.

But if you consider the future potential of Phase 3, it will gain momentum after 2 major developments.

1- Access to Rawalpindi Ring Road as it is expanding towards Chakbeli Road to get ring road access from Chakbeli Interchange.
2- Development of Dolmen City at DHA Phase 3 main entrance area from GT Road.

Both developments will add immense value to DHA Phase 3 as accessibility & visibility of this phase will improve. Also DHA must also launch some commercial projects or some attraction points in DHA Phase 3 rather than launching plots, so proper commercial areas can be developed and this phase can be properly livable.

DHA has developed a hilltop food court, and a park with lake, zoo & birds aviary in DHA Phase 4 where hundreds of families visit daily, so these have become major attractions of this phase. DHA Phase 3 has one school, but no other attraction so far. It has a big lake though in Sector F, but that area is yet to be properly developed into a proper entertainment spot.

For now, DHA Phase 4 has higher demand due to its access points and location advantage but DHA Phase 3 has equally higher potential to grow as soon as DHA improves its pace of development & introduces some mega projects in this area.
