The Capital Development Authority (CDA) and Defence Housing Authority (DHA) have teamed up to develop a large housing project known as the Kuri Model Scheme in Islamabad’s Zone IV. Approved by the federal cabinet, this joint project will turn 10,000 kanals owned by the CDA into a residential area with modern facilities. Under the arrangement, CDA will receive 55% of the developed plots, while DHA will get the remaining 45%. This means that CDA will benefit from a large portion of the developed land without having to put in direct investment—an efficient way to add value for both organizations.
Originally, the Kuri Model Village was designed to provide well-planned residential community to help meet the demand for housing in Islamabad. Located on Jinnah Avenue (formerly Kurri Road) near major landmarks of Islamabad, the village was intended to offer modern amenities, green spaces, and infrastructure that would support quality urban living. Despite elaborate planning and efforts, the project has faced several major land disputes & fake file issues since inception.
The main reasons for the delays include complex land ownership issues and legal challenges. Some parts of the land meant for the project were privately held, leading to disputes that complicated CDA’s efforts to start development. The need for fair compensation for local residents, combined with administrative delays, slowed down progress. These ongoing issues made it difficult for CDA to move forward as planned.
Another issue arose with the circulation of fake allotment letters, which seriously damaged the project’s reputation. Following these property frauds in the Kuri Model Village, property transfers were halted. Due to ongoing litigation and complex land disputes between CDA and local residents, the project remained shelved despite its highly attractive location and remarkably low prices.
This new partnership with DHA aims to finally bring the Kuri Model Village Scheme to life. DHA has vast experience in housing development, while CDA controls the land, making them a strong team to push the project forward.
Furthermore, CDA and DHA recently resolved an old issue involving a separate land agreement from 2007-08. Back then, CDA had given DHA around 2,400 kanals of land in exchange for 729 developed plots, but DHA had not handed over these plots until now.
With this resolved, CDA now has these 729 plots available in DHA Phase 6 Block A, which it plans to sell to overseas Pakistanis and the general public, bringing in additional revenue to fund infrastructure improvements across Islamabad.
CDA Chairman Muhammad Ali Randhawa emphasized the importance of resolving this long-standing issue. He stated that the revenue from the sale of these plots would directly benefit Islamabad’s residents by funding important city projects.
The Kuri Model Village Housing Scheme marks a new chapter in the joint collaboration between CDA and DHA, showing their commitment to resolving past challenges and creating fresh opportunities for the city. With this collaboration, they aim to develop a modern housing society that will meet the needs of a growing population while contributing to Islamabad’s planned expansion. By offering new housing options in a prime area of CDA Zone 4, the project will be highly attractive for residents and investors, strengthening the real estate economy of Islamabad.
