Where in DHA can I buy property with a 2 million budget?

I’m looking to buy property in DHA but have a limited budget of around 2 million PKR. I know DHA is generally expensive, but I’m hoping there might be some smaller options or specific areas that are more affordable.

Are there any plots, files, or even small commercial units within this budget in any of the DHA phases? I’m open to different cities if it means getting into DHA. Any specific recommendations would be very helpful.

With a budget of around PKR 2 million, options inside DHA are limited, but you can still enter DHA through DHA Valley, now commonly referred to as DHA Phase 7 Islamabad/Rawalpindi side.

This budget is not suitable for developed DHA phases, possession plots, or ready commercial property, but it can work for long-term DHA Valley options.

1. Best Safer Option: 5 Marla Re-Balloted Plot

The most practical and safer option is a 5 marla re-balloted plot in DHA Valley / Phase 7.

Normal market demands are usually around PKR 22 to 25 lacs, depending on location, but with negotiation, a deal close to PKR 20 lacs can sometimes be possible.

The main benefit is that these plots exist on the map. So compared to a non-balloted file, you are buying something with a clearer land position.

However, many re-balloted plots still have pending installments, with schedules going up to 2027. After transfer, the buyer will have to pay the remaining installments. They may not be very heavy, but you should still keep around PKR 3 to 4 lacs extra for remaining payments and transfer-related costs.

Development and possession may still take 3 to 4 years, so this should be treated as a long-term investment.

2. Cheapest Entry: 5 or 8 Marla Non-Balloted Files

If you want the lowest possible entry into DHA, you can also consider 5 marla or 8 marla non-balloted files in DHA Valley / Phase 7.

In this case, you buy the file and wait for the next ballot. Once balloting happens, DHA will assign a physical plot location. After that, the buyer will have to pay development charges, escalation charges, and any installment schedule announced by DHA.

This is the cheapest way to enter DHA, but it is also longer-term because there is no physical location yet. It is suitable only if you can hold patiently.

3. Commercial Option: DHA Valley Shops

For commercial property, the only realistic DHA option in this budget can be DHA Valley shops. These may currently be available around PKR 15 lacs or so, depending on market demand and seller situation.

But these are not ready shops with physical possession. There may be no physical shop location yet. The concept is that once DHA builds or starts building the actual plazas, shop owners will be allotted proper shop numbers and locations.

This can be a very low-cost commercial entry into DHA, but you must understand the risk and future cost. DHA can apply additional development or escalation charges later, and those charges may be much higher because current construction costs and commercial market values have increased significantly.

So if you buy a DHA Valley shop, be prepared for additional charges through installments whenever DHA announces them. In some cases, DHA may also offer a refund or switch option if the buyer does not agree to the new cost structure, but that depends on DHA’s future policy.

Final Recommendation

If the buyer wants the safest option within this limited budget, I would suggest:

1- First choice: 5 marla re-balloted plot
2- Second choice: DHA Valley shop, only for long-term commercial exposure
3- Third choice: 5 or 8 marla non-balloted file, only for patient investors

The 5 marla re-balloted plot is still the most practical choice because it has a map location and clearer land status. DHA Valley shops and non-balloted files can also work, but they require more patience and a clear understanding that future development and escalation charges may apply.
