What is the real difference between a plot file and an actual plot?

Hi everyone, I am planning to invest in a new housing society but I am confused about its legal status. The dealer is saying the NOC is in process, but I don’t want to take any risk. Can anyone guide me on how to verify if a society is legally approved or not? Is there any official list or online link where I can check this?
