Rudn Enclave is a new mega housing scheme on Adyala Road, Rawalpindi. It is sponsored by RMRSCO Private Limited, while NESPAK is the design consultant. The development contract has been awarded to M/S UPDL (Urban Planning and Design Limited). About Rudn Enclave

Amongst all the new housing projects launched recently in Islamabad and Rawalpindi, Rudn Enclave stands out due to its prime location and incredibly low prices. It is planned over 15000 kanals of premium land right next to Khasala Dam, which stretches up to Java Dam towards West and up to Chakri Road towards South. 

RMRSCO Private Limited is the owner and initial developer of this housing project. It has signed a 2 years contract with NESPAK for project design and master planning over 10,000 kanals of land. Recently, the society announced its developer, i.e. UPDL which is now the chief development consultant of Rudn Enclave.

Rudn Enclave is not a small housing project. The society claims to own more than 18000 kanals of land, while more land purchasing is going on. It offers registry of plots after full payment so the land is legally owned by the society.

NESPAK has been involved in designing mega infrastructure projects, which include Kalma Chowk Flyover Lahore, Lahore Ring Road Project, Lahore Metro Bus System, Narowal Railway Station, Neelum Jehlum Power Project, New Islamabad Airport, Orange Line Metro Train Lahore, and a lot more.

RMRSCO Private Limited has engaged Disaster Management & Reconstruction (DM&R) Division of NESPAK for providing consultancy services for development on Rudn Enclave Housing Scheme.

The scope of work includes seismic hazard micro-zonation, master planning, detailed design and preparation of bidding documents of about 10,000 kanal area. The contract was signed between the two companies on January 01, 2020, and contract period is 24 months.

About UPDL

Urban Planning and Design Limited (UPDL) is owned by Mr. Abdullah, who has wide experience of working with government institutions and abroad as town planner and management consultant.

UPDL is the chief project consultant of Gulberg Islamabad. The quality of planning and development including the horticulture work at Gulberg is a feather in cap of UPDL. M/s Al-Haq builders & developers is the subsidiary of UPDL which undertakes the development tasks, whereas M/S New Leafs is another subsidiary of UPDL which specializes in Horticulture and Arboriculture.

Rudn Enclave NOC

This is the most frequently asked question about Rudn Enclave, because people would shy away from investing in schemes without NOC. But it is important to know that there are more than a dozens NOC’s and permissions required for a housing project including WASA, Environment, Electricity, Gas etc, and it takes a lot of time and efforts to obtain all approval.

Since Rudn Enclave is a new housing project, it is going to take a couple of weeks or a few months to get final approval of the project from Rawalpindi Development Authority. The society has completed all formalities and submitted land documents at RDA, and there is a very good news regarding RDA NOC in the offing .

According to the new amendments put forward by present government in June 2020, any development authority, i.e. RDA, CDA, LDA, FDA etc are liable to issue NOC of a new housing project within 60 days of application unless there is a valid reason for rejection or delay. Hence we can expect issuance of NOC of Rudn Enclave by December 2021.

Rudn Enclave Location

Rudn Enclave is ideally located in Mouza Khasala Khurd adjacent to Khasala Dam on Adyala Road Rawalpindi. This location is accessible through Chakri Road, Saddar and Bahria Town Phase 8 Extension. As the land lies between two dams, i.e. Khasala Dam and Jawa Dam, there is ample supply of water for future residents, and also fascinating view of the dam right from your residence.

Rudn Enclave is the only housing scheme that will touch both roads, i.e. Adyala Road and Chakri Road. The society claims to have acquired more than 14000 kanals land, and its access 2 will be from Chakri Road right opposite to Capital Smart City.

This location got extremely attractive after Rawalpindi Ring Road finalized map came out which shows the road passing through Rudn Enclave and its planned interchange right in front of the society.

As you can see on the map above, the complete route of Rawalpindi Ring Road is given and a marker is placed at Adyala Road Interchange which is the exact location of Rudn Enclave.

As you can check on the map, the ring road is passing through the land of Rudn Enclave, while interchange will be placed right next to its access 1 Gate.

As you can see on the map above, Rawalpindi Ring Road will pass along its first entrance area, i.e. Block A. The society will have 3 entrance gates on Adyala Road as can be seen on the map above, while fourth entrance is expected from Chakri Road provided that it manages to acquire that land.

Once Rawalpindi Ring Road connects Rudn Enclave to GT Road and Motorway, it will be one of most prime locations for living in Rawalpindi. Due to having a central location with almost equal distance from Motorway, Saddar and Rawat, it will be the most convenient address at few minutes drive from all parts of Rawalpindi.

Development Status

As mentioned earlier, RMRSCO was itself involved in development work on the project and it completed about 20% earth work in Block A. After the change of plan, the development work has literally stopped, however few bulldozers are engaged for levelling of land. Proper development will start after pre-requisites are finalized.

As the society is currently in the pre-launch phase, it is going to take some time before you can witness the infrastructure development work on ground. The society is seriously working towards its objectives along with its team, therefore you can expect commencement of full-fledged development work after in September 2021 after UPDL moves it machinery to the project site.

Project Map

Rudn Enclave has released partial map of few blocks, i.e. Block A to Block G. Block A, C, F and G are residential blocks comprising 5 marla to 1 kanal residential plots, as well as 4 marla, 8 marla and 1 kanal commercial plots. B block is reserved for villa, and it will be sold at a later stage of development. D and E blocks comprise 4 kanal and 8 kanal farm houses, as well as commercial plots.

Minimum street size is 30 feet, while minimum road size is 60 feet. Main roads are 200 feet wide, and all 1 kanal commercial plots are located on these 200 feet wide roads.

Few more blocks are shown on the map without plot numbers. Those blocks will be launched soon at revised prices, while some new blocks are also being launched soon including Executive Block, Prime Block and Overseas Block.

General Block

General Block is the old planned area of Rudn Enclave which starts from Block A and Ends at Block G. A, C and G blocks comprise residential plots of 5 marla, 7 marla, 10 marla and 1 kanal, and commercial plots of 4 marla, 8 marla and 1 kanal, whereas Block D and E comprise 4 kanal and 8 kanal farm houses.

General block is the first entrance area of Rudn Enclave, and this is the exact location of Rawalpindi Ring Road Interchange which is planned right next to society’s entrance. Therefore, general block will be directly linked with Ring Road through Adyala Interchange which makes it a hot location for investors.

Development work in General Block is a bit delayed due to Ring Road alignment which has caused certain changes in the master plan. Once changes are finalized by NESPAK, development work will resume in this particular area.

Executive Block

Executive Block is a newly launch residential block on Adyala Road. It starts right from Adyala Road and leads up to Jawa Dam. It will be connected to General Block and Ring Road through internal 200 feet wide main boulevard that connects both areas.

Executive Block is said to be the model block of Rudn Enclave. It comprises residential plots of 7 marla, 10 marla and 1 kanal, and commercial plots of 4 marla and 8 marla. This block is meant to be executive, hence there is no 5 marla plot in this block.

Since this is a model block of the society, development plan of this block is much better than General Block. Road and street sizes are bigger, i.e. 40 feet is the minimum size of streets. About 40% land is reserved for residential plots, while 60% is reserved for amenities like parks, entertainment areas, shopping areas and sports facilities etc.

This is the first development area of Rudn Enclave where development work (earthwork) is going on over a large area. A site office has been built where visitors can get project brief and get help in site visit. The society staff shows them around the entire development area up to Jawa and Khasala Dams.

The society has released preliminary master plan of Executive Block, however the expanded and comprehensive version of the map will be released after the ballot for plot numbers, which is expected in a few months.
