FBR Revised Property Valuation Rates 2019 in Major Cities of Pakistan
Federal Board of Revenue has recently issued revised property valuation rates for major cities in Pakistan in order to increase tax revenues as well as bring official property prices close to their actual market value. The increase is affecting adversely to the trading activity in the market, however it is equally important for the government to regularize this sector for long run benefits.
The current revision in property rates is an attempt to improve the evaluations conducted earlier in 2016 by FBR. The earlier evaluations helped ascertain fair market value of properties but the gap between estimated and actual values was much higher. Therefore, this revision was necessary in order to further improve the property valuations across all major cities of Pakistan.
It is important to know the official property rates in a certain area, as you will need to pay withholding tax as per the official rate. The purchaser has to pay 4% of official value as withholding tax in case of non-filer, and 2% tax in case of active tax filer. Similarly, seller has to pay 2% withholding tax in case of non-filer, and 1% tax in case of active tax filer. The withholding tax on seller is applicable only if he sells his property within 3 years of his purchase.
FBR revised property valuations are still a bit lower than the actual market rates, however the gap is quite narrow as compared with old DC rates regime. This will help the government to ascertain worth of properties across the country, as well as generate sizable tax income from the real estate sector of Pakistan.
